Furthermore, this discussion also portrays the resolving methods of the ethical consequences associated with the bid aggressiveness. The entire discussion also includes the responsibilities of the test engineer and the project manager 3 days before the delivery of the project is due. 
Defense on Ethical Ground and Potential Consequences while accepting the aggressive bid
The software development organization had made a bid for the exact contract with an extreme aggressive approach. This organization is not going to tolerate any negative influence in the project in terms of revenue and reputation as they are going through a shaky financial condition. Therefore, this particular project, “Operational Safe Skies” has been underfunded and understaffed (Leicester, 2016). Apart from that, employees have given huge effort by working seven days in a week in order to complete the entire project within the committed deadline to the client by the company. However, such aggressiveness can result in the following issue in the ethical context.

Such kind of aggressiveness associated with the bid can hamper the ultimate success of the project. As per the case scenario, since, the test manager has not considered to perform testing after the project execution completion, thus, if any bugs are found after the delivery of the project then it would lead to the negative effect in the revenue and the reputation of the organization.
Furthermore, because of this aggressiveness of the bid, employees can suffer. The employees working in this project can face some health issues due to the huge work pressure (Lindley et al., 2013).
as a whole the company would suffer the most by losing the competition with the other companies if any failures would be got after the delivery of the project as the test engineer has decided to not to perform any testing operation on the software as they have very short timeline.

Duties emphasized by Wayne and Deborah
Wayne Davidson should have the following important responsibilities to the project 3 days before the delivery of the project is due.

Wayne should procure data, which are necessary for performing the testing of the project.
He should report the defects before the project delivery.
The test engineer should also report the test outcomes to the stakeholders and reply to the returned bug reports (Wiltermuth & Flynn, 2013).
Wayne should be capable of understanding the project plan or the master test plan.

Deborah should have the following significant responsibilities 3 days before the project delivery is due:

As project testing is very essential, that is why project should aim to notice whether project testing is being performed or not.
Deborah should also implement proper time as well as work estimation for this particular project.
He should also has the responsibility for preparing the documentations for the requirements of the clients and translating these requirements into the design specifications (Langton, Robbins & Judge, 2013).
Apart from that, the project manager’s major responsibility for this project is to assure the appropriate project delivery with the level of high quality and on time.
On the other hand, Deborah should also prepare a specific schedule for activity for delivering the project within the given deadline. It is very crucial for making schedules and plans as well regarding the accomplishment of the activities according to the timeframe.

 
Application of the ACS Code Requirements
The test engineer and the project manager being the members of Australian computer Society should advance and uphold the dignity, honor and the effectiveness of being professional. In addition to being a good citizen as well as acting within the law, it requires the conformance to the following values of ACS (Reilly, Sirgy & Gorman, 2012).

Professionalism – the workers have to enhance the ACS respect and integrity as well of its member for each other.
Professional Development – Employees have to aim on increasing their own professional development and that their staffs (Ferrell & Fraedrich, 2015).

Competence – the project manager as well as the test engineer should consider this code by working competently and diligently for their clients.

Public Interest Primacy – Wayne and Deborah have to aim on the employees and the business as well who are giving huge effort for completing the project in terms of placing public interests.

Recommendation to address the Ethical Dilemma
Some significant and important ethical dilemmas or ethical consequences have been identified in this specific project. All of the ethical consequences in terms of the execution of the project can affect simply the company reputation and the competitive advantage as well. Therefore, the test engineer as well as project manager have to consider some significant techniques of resolution to address the ethical dilemmas such as:

Primarily, the exact planning process should be made for executing an IT project in an appropriate manner so that these ethical dilemmas can be addressed.
Deborah should be concerned on the health of employees as the employees are working for seven days in a week. He should approach to the company’s higher authority so that the workers can get additional advantage for their hard work.
Wayne has to perform at least one testing strategy on the software, which is developed after the project completion. Thus, he should not avoid testing for the short project timeline. He can apply at least the test strategy on the software that is the most time-efficient so that it can easily be determined whether any bug is present or not.
Apart from that, Wayne and Deborah have to properly consider the ACS codes of Professional Conduct.

This report has given a proper illustration on the ethical consequences those have been taken place during the execution of the project. Nevertheless, this particular discussion has also shed light on the clear view on the possible resolutions in terms of addressing the ethical dilemmas of the project along with the proper illustration on the ethical dilemmas with the aggressiveness of the bid. these recommendations are based on the “ACS code of professional conduct”. Therefore, a conclusion can be drawn if Wayne and Deborah apply the resolution techniques thus, it would be easy for them for executing successfully the project within the proper timeline.
